In England and Wales the number of prosecutions brought under the 1991 Dangerous Dogs Act has more than doubled in the past 10 years, and the number of convictions has tripled.
While there are many who advocate strict legislative controls on identified breeds, there are those argue that this is the "deed not the breed" that more appropriately warrants attention.
